A trouble by noise and drunkard has happened in Japanese famous beach.
One of a famous resort area called "Shounan beach" have a problem that is a friction between local residents and a operator of beachside clubhouse.
Shonan beach have congested in summer by people who live in Kanto region of Japan ,usually.
Every summer , local residents have suffered by noisy drunks and beachside clubhouse to playing music until midnight.

It is caused that a part of Japanese young people cannot regard the annoyance of others.
I think they have not Japanese virtue.
Might you know, almost Japanese cities are densely populated.
Please You might imagine that big noises are playing around your house in less than 200m until midnight.
You can understand to anguish of local residents easily.
Therefore management association of the beach made regulations concerning the playback of music this summer.
The regulations is following.
・A operator of beachside clubhouse must do soundproofing by establishing a wall and ceiling.
・If operator do a event of music , the event must be finished at 8pm.
But some operator continued to do the event beyond 8pm, it was finished at 9pm.
The neighbor resident says " A prosperity of region is not bad thing. But this region is quiet and peace originally. So, I hope that they make consideration to these environment.".
Japanese city is compact very much.
Good citizens living in Japan have spirit to consider each other.
